The National Quiet Zone Association was founded when the Federal Railroad Administration unexpectedly suspended the quiet zone 100 yards from where Scott Murff had purchased a home 2 years earlier.
Scott was a light sleeper and had reservations about buying the home due to the close proximity to the rail line. However, they loved the house and the area otherwise so decided to take the leap because the home was in a Quiet Zone where train horns did not sound at the nearby crossing.
All was well until the Federal Railroad Administration unexpectedely suspended the quiet zone that had been in place for the prior 12 years.

Overnight, thousands of Utah residents including Scott began being woken many times through the night and losing hours of sleep as the train horns blared hourly.
Ear plugs, white noise, and sound blankets could not subdue the legally mandated 96-110 decible train horns.
Scott soon discovered the series of errors, miscommunications, lack of knowledge, lack of influence, and lack of coordination that led to the suspension. With his own background as a Federal regulator as well as being a longtime consultant who had helped companies respond to regulatory mandates, he clearly saw the root causes that had led to the suspension and the ways to ensure it never happen again. Feeling a call to action, Scott teamed up with other affected resdients and is on a mission to help cities and residents across the United States escape the same fate he and thousands of Utahn's endured.
